This paper was published in the Journal of Conflict Resolution and was quite a review paper and the two approaches were quite different.When dealing with this topic, there is the central challenge in knowing that when an act of violence occurs, most likely there is a far wider and deeper problem at work in society. Even though terrorism is a crime in some countries, it still has wide ranging effects. To be able to judge the risk factors of any given act of terrorism requires adequate evidence.The behavior patterns of terrorist groups can be studied. Moreover the relationship between the behaviors of terrorists and victims is analyzed. It is possible to determine the contribution of political behavior, social class and the values of organizations to the formation of group membership. Such behavior patterns will guide us in drawing concl usions about the possibility of finding effective methods of deterrence.The important thing is that we know what they are doing and where they are. Unfortunately this does not happen easily. We know enough to spot them but not enough to deter them or even make them stop doing what they are doing.Getting key information regarding key members of terrorist groups is difficult. The best efforts of intelligence agencies have failed to produce significant results. There has been an attempt to use biometric techniques, monitoring of terrorists' movements, or the analysis of finger prints to facilitate identification of terrorists but these techniques have not so far been used.Let us take for example that one aspect of terrorist activities which you should look out for is the change in clothing that they wear. If they change their clothes, they may be trying to hide their identity. That would be the kind of information that could assist you in apprehending the perpetrators.But if you start looking at the way that some terrorist groups have moved into the group of their co-fellow group members, then you may also be able to get at information that is not easily available through the fact that it depends on the social position, personal history, etc. It may not be easy but the earlier it is brought to light, the better the chances are of putting it to use and preventing terrorism from occurring. It is only through research and inquiry that the needed data can be collected.In fact you should get as much information as you can, because not all sources of information are the same. There is the difference between local knowledge and specialist knowledge, and the latter is not something which one can gather easily. So it would be advisable to find other ways in order to get more information.
